Title

Adopt Resolution #18-093 Hiring Seasonal Public Works Maintenance Workers

Purpose/Background:

The purpose of this case is to request authorization to hire Seasonal Employees.  Annually, the City employs Seasonal Public Works Maintenance Workers to perform work in the Parks, Streets, and Utilities Divisions of Public Works.

The process to fill these positions includes an open competitive recruitment, interviews, background checks, pre-employment testing, City Council approval to hire and on-boarding.

At this time, staff selected one qualified semi-entry level seasonal candidates (to work in the semi-entry level seasonal role per the 2017 - 2018 AFSCME labor agreement) and five qualified entry level seasonals; all have passed the pre-employment screenings and staff recommends hiring the candidates listed below.

Notification:

Semi-entry level seasonal pay: Per the AFSCME labor agreement, semi-entry level employees working up to 7 months earn 80% of the step one Public Works Maintenance Worker wage. The 2018 union contract includes a wage increase of one-half percent on July 1, 2018. Therefore, the semi-entry level seasonal pay will increase to $17.42 per hour on July 1, 2018.

Entry level seasonal pay:  $11.00 to $12.00 per hour.

 

Observations/Alternatives:

Option #1 Hire the selected 2018 Seasonal Public Works Maintenance Workers.

Option #2: Do not hire the Seasonal Public Works Maintenance Workers. Staff does not recommend this option due to the inability to meet the highly labor intensive seasonal work demands in the Public Works Department.

Funding Source:

The funding required to fill these positions is included within the approved 2018 budget.

Recommendation:

Staff recommends option #1 above, hiring the following 2018 employees on or near the dates listed below: 

1. Semi-entry level seasonal employee: Jake Marks, effective April 30, 2018 at $17.33 per hour with a wage increase to $17.42 per hour effective July 1, 2018; and

2. Entry level seasonal employees: Jerry Hutchinson, effective April 23, 2018 at $11.00 per hour; Justyne Schake, effective May 3, 2018 at $11.00 per hour; Brandon Frankfurth, effective June 4, 2018 at $11.00 per hour; Tanner McIntire-Linder, effective June 13, 2018 at $11.00 per hour.  Returning for second year or greater: Brad Beaver, effective May 14, 2018 at $11.50 per hour.

 Motion to adopt resolution #18-093 to hire the following employees on or near the dates listed below:

1. Semi-entry level seasonal employee: Jake Marks, effective April 30, 2018 at $17.33 per hour with a wage increase to $17.42 per hour effective July 1, 2018; and

2.
