Title:
Review Site Plan Review for Sterling Trophy, 6710 Highway 10; Project 18-125
Purpose/Background:
The purpose of this case is to review the Site Plan application made by Sterling Trophy for a new commercial building located at 6710 Highway 10. The city-owned property is approximately 1. 23 acres and currently vacant. The City is working with the applicant to sell the property. The development would be a 4,048 square foot commercial building to allow for trophy sales, engraving and assembly.
Sterling Trophy currently operates in Anoka and is looking to move to the City of Ramsey.

Observations/Alternatives:
Zoning and Land Use
The property is zoned B-2 Business District and guided for future commercial use. The applicant is proposing a retail location with engraving and light assembly of trophies onsite. Retail is an allowed use in this district.
Setbacks
The proposal meets the setback requirements.
Storage
There is no proposed outdoor storage onsite. All storage will be inside.
Parking and Traffic
The applicant is proposing 12 parking stalls, which meets the requirements from the City for this use. The City requires a minimum parking stall width of 9 feet; three stalls currently do not meet the width requirement, including the handicapped accessible stall.
Materials and Architecture
The proposed building is a one-story building with a mix of brick, rockface block, prefinished metal, and aluminium frames. Brick and rockface block are allowed materials in this district, but metal is not an outright permitted material. The Planning Commission and City Council may allow these materials in this district. The City Council has directed staff to aim for high quality, excellent design along Highway 10. Staff believes that the metal accents should meet the requirements of the City Council for great design.
Environmental Policy Board
The EPB recommended approval of the landscape plan contingent upon compliance with the Staff Review Letter and requested the applicant consider or explore options for the southern portion of the property, including the possibility of establishment of a native landscape.

The applicant is responsible for all costs associated with review.

Staff recommends approval of Resolution #18-156 for the Site Plan of Sterling Trophy at 6710 Highway 10 NW.
Action:
Motion to recommend the City Council adopt Resolution #18-156 approving the Site Plan for Sterling Trophy at 6710 Highway 10 NW, subject to final review by the City Engineer.
