Title:

Adopt Resolution #18-159 Approving a Conditional Use Permit for 9411 Alpine Dr. NW (Project #18-127); Case of Ruan Transport Corporation.

Purpose/Background:

The City of Ramsey has received an application from Ruan Transport Corporation (the "Applicant") for a Conditional Use Permit for a commercial tractor and trailer maintenance and repair facility at 9411 Alpine Drive NW (the "Subject Property").

The Applicant is requesting a Conditional Use Permit to conduct tractor and trailer maintenance and repair for their own fleet. This would not be a retail operation.

Notification:

City Staff attempted to notify all property owners within 350 feet of the subject property of the request by U.S. Mail and published a notice of public hearing in the Anoka Union Herald, the city's official newspaper.

Observations/Alternatives:

The Applicant has applied for a Conditional Use Permit for a commercial tractor and trailer maintenance and repair facility located on the Subject Property. The proposed user would use the existing building located on the Subject Property. The Subject Property is located in the B-2 Business District, which allows for motor vehicle implement and service as a conditional use. The Subject Property is 1.71 acres. Adjacent properties are also within the B-2 District.

The Applicant has proposed to operate a business which will have seven (7) employees at time of opening. The hours of operation will be Monday to Friday from 7 a.m. to 11 p.m. and Saturdays from 7 a.m. to 3 p.m.. The Applicant expects to service approximately 10 tractors and trailers per day, with the vehicles leaving the site after repairs are completed. No vehicles will be stored for long periods of time on site and there will be no outdoor storage.

The existing building is currently equipped with grade level doors and infrastructure complete the type of work the Applicant is proposing. The Applicant is not proposing any new access points from Alpine Drive.

Ruan Transport is a logistics and shipping company. Their main headquarters and dispatch center are located in a different community. The Ramsey location would only be used for routine service of vehicles and equipment. The Ramsey site would not be used for dispatch, parking, or storage.

Alternative 1: Recommend City Council approve a Conditional Use Permit (Resolution 18-159) to allow a commercial tractor and trailer maintenance and repair facility on the Subject Property. The Subject Property abuts other uses of similar nature, there would be no outdoor storage. Staff supports this alternative.

Alternative 2: Recommend City Council deny the request for a Conditional Use Permit (Resolution 18-159) to allow a commercial tractor and trailer maintenance and repair facility on the Subject Property. This action would prohibit the applicant from opening a commercial tractor and trailer maintenance and repair facility. Staff does not support this alternative as the property abuts similar uses and will have minimal impact to neighboring properties.

All costs associated with this request are the responsibility of the Applicant.

Recommendation:

Staff recommends Alternative 1 - granting approval of a conditional use permit (CUP) for commercial tractor and trailer maintenance and repair facility on the Subject Property.

Action:

Motion to recommend City Council adopt Resolution #18-159 approving a commercial tractor and trailer maintenance and repair facility on the Subject Property.
