Title:
Adopt Resolution #18-248 to Approve the City's 2019-2020 Union Contracts
Purpose/Background:
The most recent labor agreements with the American Federation of State, County and Municipal Employees (AFSCME) and Law Enforcement Labor Services (LELS) Patrol, Sergeants and Captains will expire on December 31, 2018. Staff met with the unions and the City Council several times to discuss contract negotiations specific to wages and health insurance and to address the other outstanding negotiations items. As a result of the meetings, staff reached a tentative agreement between the City of Ramsey and all four unions to settle the 2-year labor agreements, effective January 1, 2019 through December 31, 2020.
Staff recommends the City Council approve the 2019-2020 labor agreement with AFSCME, LELS-Patrol, LELS-Sergeants and LELS Captains as follows:
Duration - All Unions
2 Years -- January 1, 2019 to December 31, 2020
Wages / Cost of Living Adjustment - All Unions
Effective January 1, 2019 -- 2.75% wage increase.
Effective January 1, 2020 -- 3% wage increase.
Staff has reviewed the most recent COLA data and found these amounts to be adequately competative with other metro cities. Staff recommends the COLA in order to maintain a competitive compensation package and proactively retain the city's talent.
Health Insurance for 2019 - All Unions
The City continues to be a member of LOGIS (Local Government Information Systems) which is a consortium of Minnesota local government units. This consortium has many benefits including coverage by the group’s health plan. Employees may choose a health plan that best meets their needs by selecting one of four tiers and choosing between two networks; or they may choose to waive the City’s health insurance.
If approved, the City's total monthly contribution to health insurance, including contributions to the health reimbursement account or the health savings account will be as follows: Employee only (single) from: $789.00 to $858.00; Employee and Children $1,033.60; Employee and Spouse $1,077.40; and Family $1,327.80. Employees that elect to waive health insurance in 2019 will receive credit in lieu of coverage in the amount of $370.00 per month and must agree to specific terms and conditions.
Note: Employees are responsible for paying the difference between the premium and the City’s contribution.

The City will continue with the LOGIS group in 2020 with health insurance premiums capped at a maximum increase of 11% based on the City's current band and current Affordable Care Act (ACA) provisions. A detail memorandum of understanding (MOU) is included in the contracts. The MOU defines the City's contributions in the event of change to the city's rating catagory or the ACA. If approved, the City's total monthly contribution to health insurance, including contributions to the health reimbursement account or the health savings account will be as follows: Employee only (single) from: $861.49 to $938.08; Employee and Children $1,129.70; Employee and Spouse $1,178.31; and Family $1,452.74. Employees that elect to waive health insurance in 2020 will receive credit in lieu of coverage in the amount of $370.00 per month and must agree to specific terms and conditions.
Life Insurance 2019-2020
If approved, the City will continue to purchase $20,000 of basic life and AD&D insurance for full-time regular employees working 30 hours per week and employees participating in the PERA's phased retirement program. The cost of basic life insurance is $1.00 per month per employee.

Funding Source:
The funding required to settle the first year of the 2-year contracts is included in the proposed 2019 budget. The funding required to settle the second year of the 2-year contracts will be accounted for in the 2020 budgeting process.
