Adopt Resolution #18-246 Approving Plans and Specifications and Authorizing Advertisements for Bids for Riverdale Drive Utility Improvements, Improvement Project #18-14

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #18-246 approving Plans and Specifications and authorizing Advertisements for Bids for Riverdale Drive Utility Improvements, Improvement Project #18-14.

Background:
The improvements proposed with this project include extending trunk sanitary sewer and watermain to the intersection of Llama Street and Riverdale Drive from existing pipe stubs in the southwest corner of old Armstrong Boulevard and Riverdale Drive.  Attached is a figure depicting the project scope with the yellow line representing the approximate alignment of the trunk sewer and water pipes as proposed.
 
The proposed improvements will initially serve the new Lazydays RV maintenance facility south of Riverdale Drive, east of Llama Street.  A condition of Plat approval was that the new maintenance facility connect to City sewer and water.  The new maintenance facility will have 20 service bays, a customer waiting area, parts warehouse, receiving dock, and additional office space.  Approximately 30 staff will work in the new maintenance facility, including a combination of service managers, service technicians, warehousing and customer service.  An area is also reserved for future expansion of the maintenance facility.
 
Stubs are proposed to be constructed along the trunk lines to serve the existing Lazydays RV sales building north of Riverdale Drive and east of Llama Street, the old Quality RV property owned by Anoka County which has a damaged septic system that cannot be repaired, and the properties south of Riverdale Drive and west of old Armstrong Boulevard currently owned by Anoka County.
 
Ultimately, the new 18” PVC gravity sewer line is proposed to serve all new development south of Highway 10 and west of Armstrong Boulevard.  The future development area to be served by these utilities are within the City’s MUSA thereby requiring service by City sewer and water.
 
The existing trunk sanitary sewer stub is an 18” polyvinylchloride (PVC) pipe.  New 18” PVC pipe is proposed to be extended west along the south side of Riverdale Drive to the intersection of Llama Street and Riverdale Drive, a distance of approximately 2,600 feet.  Concrete manholes are proposed at various locations along the trunk sewer line to allow for required pipe deflections and cleaning of the trunk sewer line.
 
The existing trunk watermain stub is 12” ductile iron pipe (DIP).  New 12” DIP is proposed to be extended west along the south side of Riverdale Drive to the intersection of Llama Street and Riverdale Drive, a distance of approximately 2,600 feet.  Fire hydrants with gate valves are proposed at standardized locations along the trunk watermain.
 
Staff is requesting Council approval of plans and specifications prepared for the proposed utility improvements by Lazydays RV’s engineer, Civil Site Group.  Initially, the developer planned to construct all of the trunk watermain and about half of the trunk gravity sewer, with sewer forcemain connecting the Lazydays RV maintenance facility to the gravity sewer system.  However, while completing the West Riverdale Drive Roadway and Utility Extension analysis it was determined that extending 18” sewer to the west was feasible and would allow the development area south of Highway 10 and west of Armstrong Boulevard to be served more cost-effectively.
 
Copies of the plans, specifications, and engineer’s estimate for constructing the proposed utility improvements were not yet available at the time this report was written, but will be available during the City Council meeting.

Notification:

Upon Council approval, Staff will publish advertisements for bids in the Anoka Union Herald and in Finance and Commerce on Friday, December 14, and Friday, December 21, 2018.  Plans and specifications will also be posted on-line on QuestCDN, which is where most contractors currently search for projects to bid on.  This is standard bidding practice for City improvement projects.

Observations/Alternatives:

Observations:
Copies of the approved construction plans, specifications and cost estimate will be available at the City Council meeting.  At the time this case was prepared, plans and specifications had not yet been approved by Staff and estimated costs were not finalized.  Estimated costs will either be added to this case or presented by Staff during the Council meeting, depending on the timing of completion of plans, specifications, and cost estimate.
 
Since the proposed improvements will serve as part of the City’s trunk sewer and water supply systems the City’s share of costs will be paid through the sewer and water utility funds, which respectively have projected 2018 year-end balances of $12,060,023 and $22,541,408.  Since the improvements are proposed to be constructed this winter at the request of Lazydays RV, all costs related to winter construction will be the responsibility of Lazydays RV.  These costs will be bid as a separate line item and will be presented at the time Council is asked to accept bids and award a contract for construction.
 
Alternatives:
Alternative #1 – Motion to adopt Resolution #18-246 approving Plans and Specifications and authorizing Advertisements for Bids for Riverdale Drive Utility Improvements, Improvement Project #18-14.

Alternative #2 – Motion denying adoption of Resolution #18-246 at this time.

Funding Source:

Construction plans, specifications and cost estimate were prepared by Civil Site Group at Lazydays RV’s expense.  The City will fund and administer project bidding.  Civil Site Group will assist with bids as needed by fielding questions pertaining to the plans, specifications and cost estimate.
 
Upon award of contract, Civil Site Group will provide construction staking, and City Staff will administer and inspect construction.  Construction specific tasks and costs will be addressed in more detail at the time Council is asked to accept bids and award a contract for construction.

Recommendation:

Staff recommends alternative #1.

Action:

Motion to adopt Resolution #18-246 approving Plans and Specifications and authorizing Advertisements for Bids for Riverdale Drive Utility Improvements, Improvement Project #18-14.
