Title:
Review Concept Plan for All Seasons Garage Door Potential Expansion
Purpose/Background:
The purpose of this case is to review a potential expansion by All Seasons Garage Door (the "Applicant") on the property located at the northeast corner of 141st Ave and Basalt Street (the "Subject Property").
Concept Plan Review is a high level review of a concept of a proposed development. This step affords the City to provide high level feedback, identify any red flags, and identify pending questions the City would like answered on a more formal review. This step is intentionally more abstract than detailed review. There are multiple steps before project approval. There are no approvals or entitlements provided with this step.

Background
The Applicant currently operates out of 14161 Basalt Street. However, as a growing business, they are considering acquiring the Subject Property from the City to accommodate an expansion of their available parking as well as a potential future building. The Subject Property is about 0.95 acres in size and is located in the E-1 Employment District. The surrounding properties are all industrial users, are zoned E-1 or E-2 Employment District or PUD (Planned Unit Development) and are similar in size.
Proposed Use
The Applicant would like to acquire the land to accommodate a present concern regarding a lack of parking. Longer term, they may consider the addition of another building on the Subject Property. Their initial improvements would be a new, paved parking lot to accommodate at least ten (10) vehicles and would would include a sidewalk to connect to their existing facility at 14161 Basalt Street. The Applicant does intend to combined the lots prior to any improvements being made.
The Applicant has acknowledged that at some future point, their access along Bunker Lake Boulevard may need to be eliminated. Thus, they are seeking approval from the City for a future access to the Subject Property from 141st Avenue NW. Staff does not see any objection to this future access but would want to work with the Applicant in terms of its location.
The City presently owns the Subject Property and the Applicant has expressed an interest in acquiring it for the aforementioned improvements. Thus, Staff wanted to provide an opportunity for the Planning Commission to provide some high-level feedback to the Applicant regarding the proposed improvements on the Subject Property.
