Title
Adopt Resolution #19-141 to Hire a Part-time Community Service Officer Back-filling a Vacant Position
Purpose/Background:
The purpose of this case is to request the City Council to hire a part-time Community Service Officer, back-filling the current vacancy.
The City employs two part-time Community Service Officers (CSO). The positions are needed to support the City's basic daily work and the Strategic Plan. Specifically, it works to maintain a highly functional staff by employing a dedicated/cost effective person to handle somewhat routine police and community tasks. Community Service Officers are responsible for handling animal control duties, some code enforcement activities, support services to patrol officers, administrative errands, vehicle maintenance and repairs, receiving and investigating ordinance complaints and documenting findings, as well as assisting with crime prevention issues.
The City conducted a recruitment previously in 2019 to fill an earlier CSO vacancy. Mr. Grant Olson was part of that recruitment. Staff reached out to Mr. Olson and advanced him in this hiring process. Mr. Olson successfully passed the City’s background investigations and pre-employment testing. If hired, Mr. Olson will be subject to a 6-month probationary period, the City's Personnel Policy and AFSCME union contract.

Funding Source:
The funding required for this position is well within the 2019 budget and represents a savings when compared to the original amount budgeted.
Recommendation:
Staff recommends adopting the attached resolution.
Action:
Motion to adopt resolution #19-141 hiring Mr. Grant Olson as a part-time Community Service Officer working an average of 25 hours per week, effective on or near July 1, 2019 at $19.93 per hour, which is step 1 of the 2019 wage scale.
