ACTION REQUESTED:

Consider approval to purchase two CDL buses in City of Roswell FY2026, Federal FY2025 at a cost to the City of $8,088.07 to be transferred from the budget already approved by City Council.

BACKGROUND:

The NMDOT has been saving insurance funds for the City of Roswell from wrecked buses.  At this time, they are holding $114,837.33 in insurance funds that they are willing to apply to our portion of new buses.  They have already agreed to pay our portion of the FY2025 non-CDL bus that was ordered last year in the amount of $39,638.60.  The balance remaining of the extra funds is $75,198.73.  This year we need to order two new CDL class buses.  Our portion for both is $83,286.80.  This leaves us owing $8,088.07 which we are willing to transfer from our Fuel and Fluids account to cover the cost of the buses.

FINANCIAL CONSIDERATION:

$8,088.07 will be transferred from our Fluids and Fuel account to our Capital Vehicle account to cover our cost of the two buses.

LEGAL REVIEW:

Not required.

BOARD AND COMMITTEE ACTION:

Consider approval of the purchase of two new CDL buses from Creative Bus Sales/Model 1 through State of Oklahoma Contract SW0797C.  City will need to pay the entire cost of the two buses in the amount of $416,434.00 and will be reimbursed by NMDOT for $408,345.93 leaving a balance of $8,088.07 that will be the net cost to the City of Roswell.  A budget adjustment will be required and requested from Finance Committee at the August 7, 2025.

STAFF RECOMMENDATION:

Staff recommends approval of the purchase of two new CDL buses from Creative Bus Sales/Model 1 in the amount of $416,434.00 with a net cost to the City, after NMDOT reimbursement of $408,345.93, of $8,088.07 to be transferred from the fuel account of the already approved FY26 Transit budget.
