ACTION REQUESTED:
Consider recommending approval of a budget adjustment to establish the full FY25 EMS operating and personnel budget.
BACKGROUND:
City Council requested a comprehensive presentation of the Emergency Medical Services (EMS) program budget to understand its full operational and personnel costs ahead of the planned transition to a City-operated EMS service beginning July 2026. Establishing this FY25 budget is a necessary step to align current-year financials with long-term operational planning for the upcoming takeover. The FY25 EMS budget includes all essential personnel costs such as wages, overtime, benefits, and related payroll obligations. It also includes the operating costs required to sustain EMS readiness, including medical supplies, communications equipment, training, fuel, and other essential operating expenses necessary to meet state EMS compliance standards. Developing the full FY25 EMS budget provides the foundation for financial modeling and operational readiness as the City prepares for complete EMS service integration in FY26–FY27.
FINANCIAL CONSIDERATION:
Budget adjustments for this item include the establishment of expenditure authority for the FY25 EMS personnel and operating costs within the appropriate fund and department structure.
LEGAL REVIEW:
No legal review is required for this budget adjustment.
BOARD AND COMMITTEE ACTION:
Consider recommending approval of the FY25 EMS budget adjustment.
STAFF RECOMMENDATION:
Staff recommends approval of the FY25 EMS operating and personnel budget adjustment to ensure proper funding for current EMS operations and to support the City’s planned EMS service takeover in July 2026.
