ACTION REQUESTED:
Approval of a ten (10) year lease of Building 611 at the Roswell Air Center to Carlsbad Lifehouse Inc. for $131.488.00 per annum (Cavin/Nairn-Mahan).
BACKGROUND:

This lease is contemplated in the Carlsbad LifeHouse Opoid Abatement/Treatment Service Agreement approved at the March 12, 2026, City Council meeting. The proposed ten (10) year lease of Building 611 at the Roswell Air Center will provide the space needed for Carlsbad LifeHouse to stand up a treatment facility here in Roswell.
This lease is contemplated in the Carlsbad LifeHouse Opoid Abatement/Treatment Service Agreement approved at the March 12, 2026, City Council meeting. The proposed ten (10) year lease of Building 611 at the Roswell Air Center will provide the space needed for Carlsbad LifeHouse to stand up a treatment facility here in Roswell.
FINANCIAL CONSIDERATION:
First year rent of one hundred thirty-one thousand four hundred eighty-eight dollars and zero cents ($131,488.00), payable in 12 monthly installments of $10,957.33. This lease has a 3% CPI-U annual increase which is presently capped at 6% per year.
LEGAL REVIEW:
The City Attorney has reviewed the lease agreement.
BOARD AND COMMITTEE ACTION:
The Legal Committee recommended approval 5-0 at its meeting on March 26, 2026. The lease of Building 611 at the Roswell Air Center to house a treatment facility as contemplated by the Opiod Abatement/Treatment Service Agreement approved by City Council on March 12, 2026.
