Resolution 26-37: Adopt the 2026 Comprehensive Master Plan as the official planning guide to replace the 2016 Comprehensive Master Plan for the City of Roswell, New Mexico. (Cavin/Hildreth)
BACKGROUND:

The 2026 Roswell Comprehensive Master Plan replaces the 2016 Comprehensive Master Plan as the policy document to guide the city's growth and land use development. Able City, LLC facilitated a year-long process that included Steering Committee Meetings and public input including a week-long charrette with open studio for public comment, a series of focus groups, presentations that showcased concepts and ideas from the public, and an online survey and comment periods. A final public input meeting was held on March 19, 2026. Quantum Consultants contributed engineering components to the plan and planning process, as well as flood control conceptual drawings. The Comprehensive Master Plan, also referred to as Propel Roswell, contains goals pertaining to Land Use & Growth Management, Housing & Neighborhoods, Urban Design, Economic Development, Public Infrastructure & Transportation, Parks & Recreation, and Environmental Resources & Sustainability. An Implementation Chapter is included. The 2026 Comprehensive Master Plan may be viewed on the Propel Roswell website https://www.propelroswell.com/

BOARD AND COMMITTEE ACTION:
The Infrastructure Committee voted to recommend approval of this item to City Council on April 20, 2026. The Legal Committee considered this item on April 23, 2026, and voted to table the item and requested a City Council workshop that was held on June 5, 2026. On June 25, 2026, the Legal Committee made a motion and voted to Take from the Table the item and voted to recommend approval of this item to City Council.
