The Roswell Police Department requests approval to establish a TSU Civilian Supervisor position.  Traditionally, these duties have been performed by a sworn RPD Sergeant; however, evolving operational demands have highlighted the opportunity to align resources more effectively.  By transitioning from this role to a civilian supervisor, the department can dedicate sworn officers to core policing functions while ensuring professional oversight of crime scene management, evidence collection, and evidence management.  This change will enhance operational efficiency, support best practices in evidence handling and allow sworn personnel to focus on their primary public safety mission.  

Promoting from within would reduce hiring costs, particularly since the unit already has an existing vacancy that has not been filled.  If authorized to proceed with an internal hire, RPD would recommend awarding the TSU Supervisor a 6% salary increase in recognition of the added responsibilities.
