ACTION REQUESTED:

Authorizing the City Manager to enter into a Collective Bargaining Agreement with the Roswell Police Officers’ Association. (Corn/Nairn-Mahan)

BACKGROUND:

Initiated by: City Administration

The Roswell Police Officers Association (RPOA) is the exclusive collective bargaining representative for regular, full-time, non-probationary employees in the classifications of Police Office Assistant, Police Officer I, Police Officer II, Detective, and Police Sergeant. The current Collective Bargaining Agreement (CBA) expired on June 30, 2026, negotiations for a successor agreement commenced on April 16, 2026. Although the negotiations were conducted as a full contract reopener, the RPOA elected to reopen only the provisions related to Hours of Work and Overtime, Compensation Pay, Uniforms, and Retirement, while the City reopened the Term of the Agreement. The parties participated in bargaining sessions on June 5 and June 17, 2026, and subsequently exchanged proposals via email.

On July 24, 2026, the parties reached a tentative agreement that was accepted by both negotiating teams. The proposed CBA reflects the negotiated terms agreed upon by both the City and the RPOA.
