The Town of Prescott Valley Primary Election was held on Tuesday, July 21, 2026. Said Election was held for the purpose of A) electing one (1) Mayor to a four-year term, B) electing two (2) Councilmembers to a four-year term, and C) electing one (1) Councilmember to a two-year term The results of said Election are noted in the attached Resolution No. 2026-2457. The Voting Center election was administered by the Election Department of Yavapai County per contract with the Town. A total of 13,797 of the 33,354 registered voters cast ballots in said election, reflecting a 41.37 percent election participation level.

The Town Council is now required by Arizona law (Arizona Revised Statutes §9-821, and Title 16, Chapter 4, Article 11 to canvass the vote and formally declare the results. The required information for the canvass is also included in Resolution No. 2026-2457.

[Note: HB2080 was signed by the Governor during the 2024 legislative session to allow any candidate with the highest votes cast among those elected outright at a Primary Election to take office right after the canvassing of the Election (rather than wait until any other time established by Town Code) for any existing Council seat previously filled by appointment. Thus, candidate Jason Thornton (having received the highest vote among the candidates for the two-year term) will take office at the August 13, 2026 Regular Town Council meeting. The remaining candidates elected at the Primary Election will begin their new terms at the December 10, 2026 Regular Town Council meeting (as provided by Town Code).]

Staff recommends authorizing signature of Resolution No. 2026-2457 to comply with Arizona law requiring a canvass of the July 21, 2026 Primary Election. 

Total Cost this Request: The Town Clerk Department budgeted a total of $174,00 for the Primary Election.

Budget Impact: During the 2024 Primary Election, the Clerk’s Office was invoiced a total of $98,726.46. The cost per registered voter was $3.13, based on 31,542 registered voters. The County applied a discount of $0.25 per registered voter, resulting in a total savings of $7,885.50. For the 2026 Primary Election, it is estimated that both the rate and discount will remain consistent. Based on 33,354 registered voters, the projected cost at $3.13 per voter is $104,398.02. After applying the estimated discount of $8,338.50, the total projected cost is $96,059.52.
