SUMMARY/BACKGROUND:
The Town of Prescott Valley proposes to replace its aging Mountain Valley Splash outdoor pool with a new facility. Over a period of time, two different paths have been developed as possibilities. One involves a public vote at the General Election on November 3, 2026. This vote is to consider whether to approve a separate transaction privilege tax over a period of time to construct a new Aquatic and Recreation Facility. If the vote is not in favor of financing both an aquatic and recreation facility, then the current facility will simply be replaced by a new aquatic facility using different funding. In anticipation of the upcoming vote, Town staff has arranged for two professional services agreements that will be flexible enough to design and construct whichever facility the voters approve.

The construction phase cost from the recommended general contractor is not included in the awards being requested in this action. The GMP will be negotiated separately during the design phase following an open book estimate process and will be included in a future Town Council award.

- A Professional Services Agreement with Grace Design Studios, LLC for Architectural Services (including Construction Administration); and
- A Construction Manager at Risk (CMAR) Agreement with CORE Construction, Inc.
2. Procurement involved soliciting Requests for Qualifications (RFQs) in accordance with Arizona law:
- RFQ Advertisement March 29, 2026 (Bonfire Procurement Portal)
- RFQ structured as team-based selection (architect and general contractor/CMAR team)...though separate contracts are being awarded.
- Ten (10) Statements of Qualifications (SOQs) were received June 1, 2026
- Evaluation Process
- Review panel assembled consisting of:
- Town staff
- Town project/construction manager
- Independent/outside contractor
- Independent/outside architect
- Panel reviewed SOQs and generated initial scoring summary on Bonfire portal to identify top four (4) teams.
- Review panel assembled consisting of:
- Interviews held June 22, 2026
- Interviewed top 4 teams
- Subsequent Bonfire scoring summary identified top-ranked team
- Fee Proposals Provided:
- After scoring notification, Core Construction and Grace Architects submitted detailed fee proposals for Town review
- Staff Review Completed:
- Fees and contract requirements were evaluated prior to making this final recommendation for approval
3. Scope of Work:
Grace Design Studios, LLC — Architectural Services (including Construction Administration)
- Architectural design services
- Construction administration and coordination during the design/construction life cycle
- Development of project documents to support later Guaranteed Maximum Price (GMP) negotiation and procurement activities
CORE Construction, Inc. — CMAR (Preconstruction Services)
- Pre-construction planning support (including constructibility input and estimating support)
- Cost estimating and participation in design development to support GMP refinement
- Collaboration with design team to prepare later construction phase procurement
4. GMP / Future Construction Award

RECOMMENDED MOTION:
A. Motion to approve a Professional Services Agreement with Grace Design Studios, LLC for Architectural Services (including construction administration) for the potential Aquatics & Recreation Facility Project (CIP# CF2503) in the amount of $2,743,902.00 (plus an owner contingency in the amount of $50,000). VOTE.
B. Motion to approve a Construction Manager at Risk (CMAR) Agreement with CORE Construction, Inc. for the potential Aquautics & Recreation Facility Project (CIP# CF2503) in the amount of $349,476.00. VOTE.

STAFF RECOMMENDATION:
Staff recommends approval of each of the (A) Architectural Services Agreement with Grace Design Studios, LLC and (B) Construction Services (CMAR) Agreement with CORE Construction, Inc. for the potential Aquatics & Recreation Facility project (CIP# CF2503).
FISCAL ANALYSIS:
Total Cost this Request: $3,143,378.00
Funding Source:
Funding is through Capital Improvements in the following sources:
$7,560,000.00 - Construction Sales Tax
$11,000,000.00 - Future Funding (Non-Departmental)
Budget Impact:
The Adopted Budget for Fiscal Year 2026-27 includes the potential Aquatics & Recreation Facility Project (CIP #CF2503).
Purchasing Method and Results:
In accordance with Arizona statutes, Architectural Services in the amounts proposed and Construction Services (CMAR) involve competitive selection through advertised Requests for Qualifications (RFQs) on March 29 and April 5, 2026. Ten (10) proposals were received for review. Ultimately, Grace Design Studios, LLC and CORE Construction, Inc. were selected as the top-ranked providers.
- Contract funding for Architectural Services (including construction administration): $2,743,902.00 plus owner contingency of 1.6% in the amount of $50,000
- Contract funding for Construction Services (CMAR): $349,476.00
- NOTE: these total contract requests assume the Recreation Facility portion of the Project is approved by voters at the November 3, 2026 General Election.
