SUMMARY/BACKGROUND:
The Town of Prescott Valley receives from time-to-time allocations of funds from Yavapai County Community Health Services (”YCCHS“) related to the nationwide opioid settlement based on the Arizona Agreement with other cities, towns, and counties. The Town has received two additional checks in the amount of $15,290.03 and $3,403.36 for a total of $18,693.39 (Attached).
Under the Agreement, settlement funds must be spent for purposes related to combating opioid addiction. In particular, such funds may be used for:
Prior settlement funds have been used to help fund the Partners Against Narcotics Trafficking Taskforce (”PANT“) and parts of the Prescott Valley Police Department (”PVPD“) operations. In each case the Town Council is asked to formally vote on the allocation for the particular check received.
Allocation of amounts received to date are as follows:
2023:
$98,624.53 – Total given to PANT
2024:
$169,781.95 – $62,500 given to PANT
$55,688.37 – Retained at PVPD
$34,806.35 – Retained at PVPD
$59,064.67 – Retained at PVPD
$14,994.25 – Retained at PVPD
$14,547.88 – Retained at PVPD
2025:
Budget Transfer/Reallocation $92,785 PVPD Canine Vehicle
$7,258.05 – Retained at PVPD
$55,187.70 – Retained at PVPD
2026:
$69,461.91 – Retained at PVPD
It is now proposed that the Town Council vote to allocate these latest checks (in the amount of $18,693.39) for PVPD education and purchase of necessary equipment (including software)
Under the Agreement, settlement funds must be spent for purposes related to combating opioid addiction. In particular, such funds may be used for:
- Current and future law enforcement expenditures relating to the opioid epidemic.
- Educating law enforcement or other first responders regarding appropriate practices and precautions when dealing with fentanyl or other drugs.

It is now proposed that the Town Council vote to allocate these latest checks (in the amount of $18,693.39) for PVPD education and purchase of necessary equipment (including software)
RECOMMENDED MOTION:
Motion to approve applying recently allocated opioid settlement funds (in the amount of $18,693.39) for PVPD education and purchase of necessary equipment and software for enforcement related to the opoid epidemic AND to authorize the Finance Department to adjust budget authority within the designated accounts for appropriation of these settlement funds. VOTE.
STAFF RECOMMENDATION:
Staff recommends approval of keeping the recent opioid settlement checks (in the amount of $18,693.39) and depositing them in the Opioid Settlement Fund and allocating the funds to operating, capital, and budget authority as identified in the Fiscal Analysis section.

Budget Impact: Staff is requesting that budget authority be transferred from the Miscellaneous Grant Fund – Capital Outlay / Improvements GL Acct# 290-9500-700.73-00 to the Opioid Settlement Fund GL Acct# 214-6000-621.61-01 General Supplies in the amount of $18,693.39. Staff is also requesting that the PD have the whole balance available for expenditures. Finally, staff is requesting that the budget authority in 214-6000-621.61-01 be increased to $40,000.
Purchasing Method and Results: Procurement will be made in accordance with Administrative Policy – Purchasing Procedure #6-01 as an informal vs. formal purchase, as appropriate.
