SUMMARY/BACKGROUND:
The Town owns a variety of vacant properties acquired over the years through processes (purchases, dedications, gifts, etc.). As part of ongoing efforts to maximize the value of Town-owned assets, staff initiated a comprehensive review of all such properties to determine whether they continue to serve a municipal purpose. If any did not, it was thought they might be considered for sale in order to obtain revenue for other Town Council priorities. Also, as part of the Town's Affordable Housing Plan it was thought that such a review might identifiy any Town-owned land that could be used for attainable housing opportunities through partnerships. And proceeds from the sale of surplus properties might provide an opportunity to capitalize on the Town's Housing Policy Fund (and thereby support future housing initiatives).
The review involved a step-by-step process. Properties that did not meet basic criteria (i.e., those with existing buildings, public uses, floodway restrictions, or zoning limitations) were removed from consideration. The remaining parcels were then reviewed for any physical constraints. They were also discussed with Public Works, Utilities, Parks & Recreation, and Economic Development to ensure other current and future Town needs for those parcels were considered. This narrowed the list to 12 parcels for detailed evaluation. After that detailed evaluation, 6 parcels were identified for further consideration for sale, lease, or development.

- Leveraging the land to reduce development costs
- Otherwise supporting workforce housing initiatives

FISCAL ANALYSIS:
Future sale or lease of selected surplus properties has the potential to generate revenue for the Town while returning underutilized assets to productive use. Subject to future Council direction, proceeds from the sale of appropriate parcels could be deposited into the Housing Policy Fund to assist with implementation of the Affordable Housing Plan and other Council-approved housing initiatives. Other parcels may provide long-term economic development opportunities or support future public-private partnerships without requiring direct Town investment.
