It is recommended that the Board of Commissioners authorize the General Manager, or his designee, to negotiate, finalize, and execute the necessary agreement, purchase orders, and related documents with Cintas Corporation for uniform rental, laundering, pickup, delivery, garment replacement, facility services, and related workplace solutions through the OMNIA Partners Workplace Solutions cooperative purchasing agreement, in an amount not to exceed $142,936.93 over three years, subject to final review and approval by General Counsel.

It is recommended that the Board of Commissioners authorize the General Manager, or his designee, to negotiate, finalize, and execute the necessary agreement, purchase orders, and related documents with Cintas Corporation for uniform rental, laundering, pickup, delivery, garment replacement, facility services, and related workplace solutions through the OMNIA Partners Workplace Solutions cooperative purchasing agreement, in an amount not to exceed $142,936.93 over three years, subject to final review and approval by General Counsel.

BACKGROUND INFORMATION

VVWRA provides uniforms for operations, maintenance, electrical and instrumentation, and other field personnel to support employee safety, consistent identification, and a professional appearance while working in and around VVWRA facilities.

Staff reviewed the current uniform service arrangement and evaluated available options to improve garment quality, service reliability, delivery consistency, replacement turnaround, and overall cost control. Based on that review, staff identified Cintas Corporation No. 2 as an awarded vendor through OMNIA Partners Public Sector under the University of Nebraska Workplace Solutions cooperative purchasing agreement.

The Cintas proposal, attached as Exhibit 1, includes weekly uniform rental, laundering, pickup and delivery, garment replacement support, flame-resistant uniforms for designated staff, and related facility services. The proposal is dated July 8, 2026, and provides an estimated Year 1 cost of $46,244.44, with a stated three-year estimate of $142,936.93. The proposal also identifies weekly service pricing, standard uniform counts, flame-resistant uniform counts, facility service items, and annual OMNIA pricing adjustment assumptions.

Use of the OMNIA Partners cooperative purchasing agreement, Exhibit 2, allows VVWRA to obtain uniform and related workplace services through an existing competitively solicited and publicly awarded contract, reducing the time and administrative burden associated with conducting a separate solicitation while maintaining a cooperative purchasing procurement path.

Based on staff’s evaluation, Cintas provides the best overall value to VVWRA based on pricing, uniform quality, safety-compliant garment options, delivery reliability, garment replacement support, regional service capability, and access through the OMNIA Partners cooperative purchasing agreement.

Uniform service costs will vary based on employee count, garment selections, flame-resistant uniform needs, size premiums, replacement needs, and service levels. However, anticipated costs are expected to remain within VVWRA’s approved uniform service budget. Staff recommends including sufficient contract authority to account for the stated three-year estimate and reasonable operational adjustments during the contract term.
