STAFF RECOMMENDATION
It is recommended that the Board of Commissioners approve a change order in an amount not to exceed $60,724 (Exhibit 1) for the replacement of electrical metering equipment and removal of obsolete switchboard components necessary to complete the Regional Plant Emergency Generator Controls Upgrade Project.

BACKGROUND INFORMATION
Following the successful substantial completion of the Regional Plant Emergency Generator Controls Upgrade in December 2025, staff are moving to address critical infrastructure needs within the same switchgear lineup. By integrating these necessary repairs now, the facility can leverage the existing project’s momentum and expertise while minimizing operational downtime.

The proposed work focuses on two primary deficiencies identified during the recent Regional Plant Emergency Generator Controls Upgrade:(Exhibit 2)

- Metering Modernization: The current GE PQM-II Power Quality Meter is obsolete and discontinued. It must be replaced with modern and supported equipment to ensure reliable power monitoring and compliance with current electrical standards.
- Decommissioned Component Removal: Several non-functional selector switches remain in the switchboard. Removing these obsolete parts and installing proper cover plates will eliminate potential safety hazards and improve the integrity of the electrical system.

To maximize efficiency, staff recommends utilizing the same vendor (Graybar & Shneider Electric), design team, and cooperative purchasing agreement established for the generator project. This "piggyback" approach offers several advantages:
