STAFF RECOMMENDATION
It is recommended that the Board of Commissioners authorize the General Manager to approve a change order with United Rentals (North America), Inc., issued during the implementation phase of the Regional Plant Emergency Generator Controls Upgrade, to increase the authorized purchase order amount from $74,999.33 (Exhibit 1) to $132,235.53 (Exhibit 2), reflecting a total change order increase of $57,236.20.

BACKGROUND INFORMATION
The Regional Plant Emergency Generators Controls Upgrade involved the provision (under Sourcewell cooperative agreement) of seven (7) standby generators ranging from 250 KVA to 600+ KVA Tier 4 equipment, including:
- Primary equipment rental and maintenance services
- Generator placement for critical operational areas:
- Blower Building #1
- Blower Building #2
- Digester 4/5 operations
- South Percolation Pond Pump Station
- Operations & Maintenance (O&M) areas
- Service Water Pump systems
- One Standby/backup generator
- Ancillary services including:
- Electrical cables and connections (4/0 AWG, 400 AMP)
- Cable ramps and containment berms
- Electrician labor for connection and disconnection services
- Fuel and diesel supply
- Delivery and pickup charges
- Preventive maintenance services
REASON FOR CHANGE ORDER
The original project schedule anticipated generator support for one week. However, due to extended operational requirements beyond the initial completion date, the project duration was increased to two weeks. This extension necessitated the continued rental of all seven standby generators and related support services to maintain uninterrupted power to critical wastewater treatment processes. The additional rental period was essential to sustain facility operations and avoid any disruption to the Authority’s treatment services.
The extended project duration and corresponding cost increase were operationally justified. United Rentals provided essential standby power services necessary to sustain continuous wastewater treatment operations. The equipment rental rates, fuel charges, and labor costs were consistent with industry standards for critical infrastructure support. All equipment was returned by December 19, 2025, and the invoice accurately reflects the rental period and services provided.
