STAFF RECOMMENDATION

It is recommended that the Board of Commissioners authorize the General Manager to approve Change Order No. 1 to the existing contract with National Coating & Lining Company for the lining of ten (10) additional existing 48-inch manholes located along Highway 18 in Apple Valley, California, in the amount of $65,050.00.

BACKGROUND INFORMATION

In July 2020, Carollo Engineers completed a Level 2 Manhole Assessment Certification Program (MACP) inspection of 62 sanitary sewer manholes along the Apple Valley Interceptor System. The results showed a clear need for rehabilitation: 58 of the 62 manholes, or 94 percent, were rated Grade 4 or Grade 5 for structural defects, and 5 manholes received the most severe Grade 5 rating, indicating a significant risk of structural failure.

The primary defects identified included microbiologically induced corrosion from hydrogen sulfide exposure, detachment and delamination of the lining, circumferential and longitudinal cracking, exposed reinforcement and aggregate, infiltration staining, and structural voids and holes.

Pursuant to staff’s Request for Quote issued on PlanetBids on October 14, 2025, two responsive and responsible bids were received by November 3, 2025. This contract, awarded to National Coating & Lining Company on January 29, 2026, addressed rehabilitation of twenty (20) critical manholes selected in Phase 1 of the phased rehabilitation program. These manholes represented the first group of the highest-priority assets, including those with Grade 5 ratings and the most critical Grade 4 defects.

The work completed by National Coating & Lining Company to date has been exemplary, and staff requested that the contractor submit a phase 2 change order to continue the same rehabilitation work on ten (10) additional manholes. National Coating & Lining Company submitted a quote in the amount of $65,050.00 to rehabilitate the next group of ten (10) existing 48-inch manholes located along Highway 18 in Apple Valley, California.

At the conclusion of this work during Fiscal Year 2026, a total of 30 manholes will have been rehabilitated, with the remaining manholes scheduled for rehabilitation in Fiscal Year 2027.

It is recommended that the Board of Commissioners authorize the General Manager to approve Change Order No. 1 to the existing contract with National Coating & Lining Company for the lining of ten (10) additional existing 48-inch manholes located along Highway 18 in Apple Valley, California, in the amount of $65,050.00.
