STAFF RECOMMENDATION


It is recommended that the Board of Commissioners authorize the General Manager to award a professional services contract to Dudek for the VVWRA Interceptor Risk Analysis and Hydraulic Modeling Project, in an amount not to exceed $237,736, and  execute the agreement, subject to legal review.

PREVIOUS ACTION(S)

  • On September 20, 2018, the Board approved a contract with Dudek Engineering to begin work on the Interceptor Capacity Study in the amount of $127,810.
  • On July 16, 2020, the Board approved an amendment to Dudek’s existing contract to add the final phase of the Interceptor Risk Analysis study in the amount of $173,600.
  • On October 28, 2021, the Board approved a new contract with Dudek to perform a Regional Inflow and Infiltration Study in an amount not to exceed $145,000.

BACKGROUND INFORMATION

VVWRA released Request for Proposals for the Interceptor Hydraulic Modeling and Risk Analysis Update on February 12, 2026, with proposals due on April 15, 2026. The RFP stated that the project would update the Authority’s 2021 Interceptor Risk Analysis using 2026 flow monitoring data, an updated and recalibrated hydraulic model, refined member agency growth projections, and a prioritized capital improvement program for 10-year and 20-year planning horizons.
 
The scope of work includes project management, data collection and review, conversion of the existing InfoSewer model to AquaTwin Sewer or similar software, calibration of the model using updated 2026 flow monitoring data, development of growth projections, capacity and risk analysis under six flow scenarios, preparation of a prioritized capital improvement program, and preparation of a final technical report and Board-level executive summary.
 
This work is a direct continuation of prior interceptor planning efforts performed for VVWRA. Dudek previously supported the Authority’s Interceptor Capacity Study and 2021 Interceptor Risk Analysis, developing and calibrating the hydraulic model, evaluating current and projected dry- and wet-weather flows, and identifying capacity deficiencies and risk-based capital improvements. Dudek also supported the Authority’s subsequent Regional Inflow and Infiltration Study, giving the firm detailed familiarity with VVWRA’s interceptor system, flow monitoring records, planning assumptions, and previous capital improvement recommendations.
 
Proposal Review:
VVWRA received three proposals in response to the RFP: Dudek (Exhibit 1) , Carollo Engineers, and West Yost Associates. Consistent with the RFP, proposals were evaluated on project understanding and approach, relevant technical experience, key staff qualifications and availability, schedule and project management, use of and continuity with the 2021 analysis, deliverables and data management, and cost proposal and value.
 
Based on the completed evaluation summary, Dudek received the highest overall score, followed by Carollo and then West Yost. Evaluation comments noted that Dudek offered the strongest continuity advantage because the firm completed the 2021 Interceptor Risk Analysis and proposed the same core team to perform the 2026 update. The evaluation also found this continuity is especially important because the current assignment is fundamentally an update, recalibration, and extension of prior work rather than a stand-alone planning study.
 
Basis for Recommendation:
Staff recommends awarding the contract to Dudek, as the firm is the most qualified to perform this work and submitted the proposal most advantageous to the Authority based on the published evaluation criteria. Dudek’s proposal demonstrated a strong understanding of the project, continuity with the 2021 Interceptor Risk Analysis, and a clear approach to updating the hydraulic model and translating results into a prioritized capital improvement program.

Dudek’s prior work for VVWRA reduces project startup time and risk, as the firm is already familiar with the interceptor system configuration, existing model structure, flow monitoring data, risk framework, and capital planning context developed during earlier phases. The proposal also confirms that the same core team that led the 2021 Interceptor Risk Analysis will perform this update, ensuring consistency in methodology, documentation, and interpretation of changes between 2021 and 2026 conditions.

Awarding the contract in May 2026 will allow VVWRA to begin work in July 2026, at the start of fiscal year 2027, enabling the Authority to efficiently update its interceptor planning basis using current flow monitoring data and refined growth assumptions; reassess previously identified projects such as the Hesperia Parallel Interceptor, Upper Narrows improvements, Lower Narrows realignment and lift station concepts, junction structure reconstructions, and metering station rehabilitation; and further develop a defensible, risk-based capital improvement program for future implementation
 
Conclusion:
It is recommended that the Board of Commissioners award a professional services contract to Dudek for the VVWRA Interceptor Risk Analysis and Hydraulic Modeling Project, in an amount not to exceed $237,736, and authorize the General Manager to execute the agreement, subject to legal review.
