STAFF RECOMMENDATION
It is recommended that the Board of Commissioners authorize the General Manager to award a contract to National Coating & Lining Company for the rehabilitation of twenty (20) manholes in the amount of $130,100.00, with an additional contingency of $26,020.00 to cover unforeseen costs, for a total not-to-exceed amount of $156,120.00, pending legal review of the agreement.

BACKGROUND INFORMATION
In July 2020, Carollo Engineers completed a comprehensive Level 2 MACP (Manhole Assessment Certification Program) inspection of 62 sanitary sewer manholes along the Apple Valley Interceptor System. The assessment findings were significant and require immediate action:
- 58 of 62 inspected manholes (94%) were rated Grade 4 or Grade 5 for structural defects
- 5 manholes received the most critical Grade 5 rating, indicating severe structural failure risk
Primary defects identified:
- Microbiologically Induced Corrosion (MIC) caused by hydrogen sulfide gas exposure
- Lining features: detachment and delamination
- Circumferential and longitudinal cracks
- Exposed reinforcement and aggregate
- Infiltration stain
- Structural voids and holes
This contract covers the rehabilitation of twenty (20) critical manholes identified in Phase 1 of the phased rehabilitation program. The selected manholes represent the first batch of critical manholes with Grade 5 ratings and highest-priority Grade 4 defects. Staff issued a Request for Quote (RFQ) on Planetbids on October 14, 2025, and received two responsive and responsible bids by November 3, 2025.

Staff evaluated the bids received and determined that the submission from National Coating & Lining Company is responsive, meets all RFQ requirements, and represents the lowest responsive and responsible bidder.
Upon satisfactory completion of this work, VVWRA staff will seek approval from the board to proceed with National Coating & Lining Company to rehabilitate the remaining manholes.
