STAFF RECOMMENDATION
It is recommended that the Board of Commissioners authorizes the General Manager to approve the purchase of ultraviolet disinfection system replacement parts from Xylem Water Solutions, the sole source provider (Exhibit 1), in the amount of $172,794.78. This purchase is included in the approved FY27 budget under General Ledger Account 01-02-545-6010-9999

8/21/2025- It is recommended that the Board of Commissioners authorize the General Manager to approve the purchase of UV disinfection system replacement parts from Xylem Water Solutions, our sole-source provider, in the amount of $172,507.68 (quoted amount plus applicable taxes and freight) as detailed in Exhibit 2. This expenditure is budgeted under General Ledger Account 01-02-545-6010-9999.
BACKGROUND INFORMATION
The VVWRA Regional Plant utilizes ultraviolet (UV) disinfection to inactivate microorganisms in wastewater effluent, preventing their reproduction prior to discharge into the Mojave River.
Supplied by Xylem Water Solutions, the facility's UV system features two channels, each containing four banks of 234 UV lamps and their associated components. Through regular maintenance and inspections, VVWRA staff and Xylem service technicians ensure the system consistently meets NPDES disinfection standards. In accordance with Xylem’s operations and maintenance manual, the team has identified components in several banks that are obsolete or at the end of their service life. This routine purchase will replace those parts, ensuring the system's continued availability, reliability, and redundancy. These are OEM replacement parts required to maintain compatibility with the existing WEDECO/Xylem UV disinfection system, and that using non-OEM or incompatible components could affect system performance, warranty, reliability, or regulatory compliance. Failure to replace these components could reduce UV system reliability and redundancy, increase the risk of equipment failure, and potentially affect VVWRA’s ability to consistently meet disinfection requirements.
