Discussion and possible action to accept the rankings and award (RFQ) Request for Qualifications 2024-012 "ARPA Project No. 24 - Hydrologic & Hydraulic Study for San Carlos Phase I and Tanquecitos Colonias" to the highest-ranking respondent, Porras Nance Engineering in accordance with the Professional Services Procurement Act and the Code of Federal Regulations §200.318 - §200.327 (General Procurement Standards) and to further authorize General Counsel to negotiate the terms, conditions, and associated fees of the professional service agreement and any other matters incident thereto. [Account #2703-5205-001-432001 (American Rescue Plan Act of 2021-American Rescue Plan-Administration-Professional Services)]

Issue: Both the San Carlos and Tanquecitos sub-divisions are subject to flooding during rain events impacting area residents and County roads.  A Hydrologic and Hydraulic (H&H) study is required to identify existing drainage conditions.  
 
Solution: Consideration to award the professional services agreement to the highest ranking respondent.  The study will provide Webb County with both a drainage improvement report and recommendations for mitigation to minimize future flooding in the impacted areas.
 
Result: If approved, authorize General Counsel to negotiate the terms and conditions of the professional services agreement to include any federal contract provisions required.
