Discussion and possible action to accept the rankings and award Competitive Sealed Proposal (CSP) 2024-005 “Webb County Fairgrounds Parking Lot Improvements – Phase III”, to the highest-ranking offeror, Summit Building & Design in an amount not to exceed the total base bid (asphalt option) of $4,047,000.75 or total base bid + alternate #1 (concrete option) of $7,321,385.00 pursuant to the Texas Government Code; Sub-Chapter D. Competitive Sealed Proposal Method, §2269.151 (Selection of Offeror) and to authorize General Counsel to finalize the construction contract for final bid amount(s) approved and to further authorize the County Judge to execute the construction contract and any other matters incident thereto. Issue: The Webb County Fairgrounds Phase III scope of work will consist of but not limited to asphalt pavement construction, excavation, embankment, site grading, flexible base, sub-grade preparation, storm drainage improvements, electrical improvements, new parking lighting, concrete pavement, and pavement striping/marking. In addition, an alternate concrete pavement option was requested by Webb County for consideration.
Solution: Consideration to approve a construction contract with the highest ranking Offeror as presented by the Webb County Purchasing Agent and evaluated by the Scoring Committee.
Result: If approved, the construction contract will be prepared by General Counsel for final execution as per Court action on total awarded bid amounts and Notice to Proceed will be initiated by the owner’s representative subject to all P&P Bonds and required insurance.
