Discussion and possible action to award Invitation to Bid (ITB) 2024-008 "ARPA Project No. 6 - Septic Systems Site Evaluation, Design and Installation Project - Phase III," to sole proposer, RGM Management, LLC, in an amount not to exceed $185,000.00 for four (4) Webb County Colonia Residents who have qualified to receive a new septic system in compliance with rules of the Texas Commission for Environmental Quality (TCEQ) and Standard on Site Sewage Facilities (OSSF) - ARPA Grant Guidelines as approved by the Webb County Commissioners Court, pursuant to the Texas Local Government Code; Subchapter C. Issue: A formal bid solicitation was advertised for the installation of four (4) new septic systems (Phase III) for Webb County Colonia residents in compliance with TCEQ and OSSF – ARPA grant guidelines as approved by the Webb County Commissioners Court.
 
Solution: Consideration to approve sole bidder RGM Land Management, LLC., bidder has the required TCEQ licenses to proceed with the requested scope of work.  
 
Result: If approved, authorize General Counsel to prepare and execute the construction contract to include any federal contract provisions, if required.
