Discussion and possible action to award Invitation to Bid 2024-009 “Webb County HWY 359 Mailbox Relocation Project” to sole bidder SIMA Contractors, LLC. for an amount not to exceed $155,550.00 for the removal of existing mailboxes along State Highway 359 to include the installation of one-hundred and sixty-three (163) new mailboxes at designated areas for Wawi Tijerina Parkway, Emiliano Road, and Welch Road.  Bid submission includes clearing and grading of all designated areas for new mailboxes, all material/supplies required, equipment, labor, Local & State required permits, and all bonding and insurance requirements in accordance with the Texas Local Government Code, Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize the Webb County Judge to execute the construction contract between Webb County and SIMA Contractors, LLC for the awarded sum and any other matters incident thereto. 
 
Issue: Currently, residential Mailboxes along the subject area locations are located along the shoulder/roadside of SH359.  The existing placement of these residential Mailboxes pose a safety concern due to the proximity of the Mailboxes to the road.   Webb County Commissioners Court had authorized the Purchasing Agent to advertise an Invitation to bid solicitation for this project.       
 
Solution: Only one bid was submitted, recommendation to proceed and award to sole bidder.
 
Result: If approved, a construction contract will be executed between Webb County and sole bidder for the awarded bid amount.   This project once completed will provide a safer roadway, protect property and most importantly protect the residents of Webb County.
