Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2025-004 “Legislative Consulting Services for Webb County" to the highest ranking respondent, McWilliams Governmental Affairs Consultants, to provide legislative consulting services on an “as needed basis” for a three (3) year service term under the direction and supervision of the Webb County Commissioners Court pursuant to the State of Texas Government Code; Professional Services Procurement Act and to further authorize General Counsel to proceed with the preparation of the professional services agreement and any other matters incident thereto. Issue: Webb County Commissioners Court authorized the Purchasing Agent to secure Statement of Qualifications from interested firms and/or individuals to provide Legislative Consulting Services to Webb County on Texas State legislation activities of interest to Webb County and its constituents.  Four (4) formal SOQ were submitted by deadline.

Solution: Consideration to award the professional services to the highest ranking respondent as recommended by the Evaluation committee and the Purchasing Agent.

Result: If approved, General Counsel will prepare a professional services agreement between Webb County and selected respondent for Webb County Commissioners Court approval.

On October 15, 2024, item no. 9b., the commissioners court authorized the purchasing agent to solicit RFQ’s (Request for Qualifications) for a professional services firm to provide legislative consulting services to Webb County and assist with potential legislation consideration for our State Senator and Representatives in Austin, Texas.
