Discussion and possible action to accept the rankings and award RFP 2025-006 Parking Access & Revenue Control System to the highest-ranking firm, FlashParking Inc. for the Webb County Parking Lot located at the corner of Washington Street and Salinas Avenue in downtown Laredo, Texas in accordance with Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the terms, conditions and associated fees for the awarded contracted services and any other matters incident thereto. Issue: On 05/27/2025, #7a., the Webb County Commissioners Court authorized the Purchasing Agent to advertise for Requests for Proposals for a new parking lot operating system to replace the current parking lot operating system (ParkingBox) managed by the Webb County Treasurer’s Office.  

Solution: Consideration to accept the rankings and award to the highest ranking firm recommended by the evaluation committee and the Purchasing Agent.  Funding is available in the depository interest account under 2019-A Bond Series.  

Result: If approved, General Counsel will negotiate the terms, conditions and associated fees of the contract agreement for final approval by the Webb County Commissioners Court.
