Discussion and possible action to accept the rankings and award Request for Proposals (RFP) 2026-001 "Vehicle Leasing and Fleet Management Solutions" to the highest ranking respondent to provide comprehensive vehicle leasing services and fleet management solutions. All orders for leased vehicles and heavy equipment will be made on an as-needed basis, subject to the availability of funds and annual appropriations by the County, in accordance with the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to initiate negotiations for a service agreement(s) and any matters incident thereto.

Issue: The Webb County Commissioners Court authorized the purchasing agent to solicit formal proposals from qualified firms for consulting services for the development and establishment of a Fleet Management Department to include, but not limited to, operational planning, staffing recommendations, budget analysis, policy development, and related implementation strategies.

Solution: Consideration to award to the highest ranking respondent as recommended by the evaluation committee and purchasing agent. 

Result: If approved, General Counsel will initiate negotiations with the selected firm to establish a proposed professional service agreement for the awarded services for consideration of final approval by the Webb County Commissioners Court.

The County seeks a cost-effective and efficient program that ensures safe, reliable, and well-maintained vehicles to support County operations. In addition to standard fleet vehicles, the County is specifically seeking turnkey leased police units, fully equipped with law enforcement packages for immediate deployment; and leasing of heavy equipment (such as construction, road maintenance, and utility service equipment) to support County infrastructure and public works functions. The selected vendor will furnish civilian and police package vehicles and heavy equipment through leasing arrangements that provide the County best value, capability to provide ongoing fleet management services; when requested, and support the County in optimizing the lifecycle, performance, and cost efficiency of its vehicle and equipment assets. 

On August 25, 2025, item 34, the authorized county staff and the Purchasing Department to develop a request for fleet management proposals and best pricing from current and interested vendors that provide fleet services for county law enforcement and civilian vehicles.
