Discussion and possible action to accept the grant award for the Texas CDBG Colonia Fund Construction - House to Line Connection, and enter into an agreement with contract No.CFC25-0287 from the Texas Department of Agriculture (TDA) in the amount of $1,000,000 in grant funds for first-time potable water services through residential house-to-line connections, in conjunction with on-site sewage facility mitigation or installation for eligible homes located in Colonia La Presa, and to authorize the Webb County Judge to sign all relevant documents; and any other matters incident thereto. This contract agreement commences on February 1, 2026, and ends on January 31, 2028.  This grant does not require a cash match and will not have an impact on the general fund.  All required documents were sent for review through the Economic Development Department, and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) policy procedures.

Issue: There is a need for water infrastructure improvements for Colonia La Presa and ensure access to safe, clean drinking water and enhance system functionality.

Solution: Enhance the water quality through the installation of new water infrastructure and the development of a proper sewer system.

Result: Quality of life for residents in Colonia La Presa will significantly improve with the water system upgrades, and have access to safe, decent, and sanitary water.
