Discussion and possible action to approve the submission of a Criminal Justice Grant Program, FY2027 Grant application to the Office of the Governor (OOG) in an amount up to $70,000 for the acquisition and implementation of a cloud-based Records Management System (RMS) and related system components for the Webb County Constable Pct. 1 Office, to support violent crime and firearms-related initiatives, and authorizing the County Judge to execute all relevant documents, including the resolution, and any other matters incident thereto. This grant requires no cash match and will have no impact on the County’s General Fund. Issue: Modern law enforcement agencies must maintain accurate, secure, and timely records to support daily operations, effective investigations, and successful case outcomes. The Webb County Constable Pct. 1 Office depends on efficient data collection, reporting, and information-sharing to respond to calls for service, conduct investigations, and maintain accountability. Reliance on handwritten notes, manual forms, or outdated records systems can slow case development, increase reporting errors, and ultimately impacting operational efficiency, data integrity, and officer safety.

Solution: Approval of the Criminal Justice Grant Program FY2027 Grant application will provide funding for the acquisition and implementation of a modern, cloud-based Records Management System (RMS) for the Webb County Constable Pct. 1 Office. The proposed RMS will enable officers to efficiently build, manage, and close cases through a secure, integrated platform that streamlines reporting and data management. The RMS will reduce administrative burden by auto-populating incident reports with Computer-Aided Dispatch (CAD) data, digital evidence, citizen inputs, and transcribed officer narratives, allowing officers to spend more time on patrol and less time completing paperwork. Built-in compliance and validation tools will prompt officers for required information and verify reports prior to submission, reducing rework and minimizing Incident-Based Reporting (IBR) error rates. Automated record quality controls—including record retention, merging, sealing, deletion, and purging—will ensure data accuracy, consistency, and compliance. Additionally, the system will include integrated, cloud-native digital evidence management, eliminating data silos and enabling the secure collection, storage, management, and sharing of digital evidence to support investigations and prosecutions. This grant requires no cash match and will be implemented with no impact to the County’s General Fund.

Result: The implementation of a grant-funded Records Management System will significantly enhance the operational efficiency and investigative capabilities of the Webb County Constable Pct. 1 Office. Anticipated outcomes include faster and more accurate case creation and closure, improve data quality and consistency, reduced reporting errors, enhanced digital evidence handling, and increased officer time available for proactive policing. Collectively, these improvements will strengthen violent crime and firearms-related enforcement efforts, improve coordination with partner agencies, and enhance public safety for the community, all without financial impact to the County’s General Fund.
