Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-002 “Webb County Inmate Telephone Services” to the highest ranking firm to provide Inmate Telephone Services at the Webb County Jail.  The awarded vendor will provide a turnkey, fully managed Inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff in full compliance with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing Inmate calling services.  For an initial three (3) year term, with the option to extend for two (2) additional one-year terms at the County’s sole discretion, pursuant to the Texas Local Government Code, §262.030 (Alternative Proposal Procedures for Certain Goods and Services), and any other matters incident thereto. [Account #1001-4070-357140]
 
Issue: Due to a recent ruling(s) from the Federal Communication Commission (FCC) enforcement of new rate caps for calls and video will go into effect on May 6, 2026.  As a result, the Commissioners Court authorized the Purchasing Agent to secure competitive sealed proposals which would include the new madates by the FCC.        
 
Solution: Consideration to approve a service agreement with the highest ranking proposer. 
 
Result: If approved, General Counsel will prepare the service agreement between Webb County and the awarded company.
