Status report by D&M Leasing regarding the County’s active vehicle leases for both law enforcement and white vehicles with discussion and possible action to authorize the Purchasing Agent to order the replacement of active leased vehicles based on the recommendation by D&M Leasing subject to final directive by the Webb County Commissioners Court and any other matters incident thereto. [Operational Lease Accounts]  
 
Issue: There are currently over 200 units out of 338 active vehicle leases that have surpassed the lease term and are up for replacement. The recommendation includes law enforcement vehicles and white fleet for civilian employees assigned a unit. Lease terms being recommended are based on usage and projected mileage by each department/office.
 
Solution: Consideration by Commissioners Court to authorize the replacement recommendation by D&M Leasing and the Purchasing Agent as presented. An annual budget comparison will be provided to the Court to ensure it is financially feasible to implement the entire recommended replacement schedule or to phase it accordingly. It is projected that the initial monthly lease expenses will not impact the County’s budget until September 2026 based on the timeline for both law enforcement and white fleet to be delivered after official orders are placed and if order banks are open for the specific models being requested. 
 
Result: If approved, the Purchasing Agent will work with D&M Leasing to initiate the orders authorized by the Commissioners Court. Financial impact on new rates are projected to start in July 2026 & September 2026 for white fleet and law enforcement units, respectively.
