Discussion and possible action to authorize the purchase of forty-five (45) Ballistic Level III vests for Constables 1-4 to include Tactical Level III mini shields and Active Shooter entry tools from Kirkpatrick Guns and Ammo, Inc. (Buy-Board No. 698-23) for an amount not to exceed $81,057.00 and to further authorize the transfer of funds from Account #1001-1130-001-47000 (General Fund-General Operating Exp-Administration-Capital Outlay) to Account #1001-3150, 3160, 3170, 3180-001-460105 (General Fund-Constable Pct 1-4-Minor Tools & Apparatus) and any other matters incident thereto.
 
Issue: The Webb County Constables are requesting new ballistic vests, ballistic shields and entry tools for their respective law enforcement operations. TCOLE (Texas Commission on Law Enforcement) currently mandates law enforcement agencies to carry the shields and entry tools for active shooter scenarios.  In addition, the Constables are requesting to order ballistic vests that will be expiring in the coming months in anticipation of lead times for delivery after orders are authorized.  
 
Solution: Consideration by Commissioners Court to authorize the purchase and transfer of funds for the requested equipment for law enforcement use. See attached backup (Quote) provided for a detailed breakdown by Constable's Office. 
 
Result: If approved, the order will be placed by the Webb County Purchasing Agent after the funds are transferred to each respective account. ETA is 60-90 days.
