Discussion and possible action to authorize the Purchasing Agent to advertise a Request for Proposals for the procurement of employee health benefits such as health, dental, vision, prescription drug, stop loss, third-party administration and other related health benefits pursuant to the Professional Services Procurement Act and any other matters incident thereto. Issue: Commissioners Court recently approved a consulting agreement with Gallagher Benefit Services, Inc.; The effective date of agreement is February 1, 2026. 
 
Solution: Part of Gallagher's scope of services is to assist with the development of all phases of the RFP specifications, which include providing expert responses to offerors questions submitted to the Webb County Purchasing Agent during the procurement of these health benefits, and to assist with the negotiation of favorable renewals for employee group benefits and services such health, dental, vision, prescription drug and stop-loss and third-party administration.
 
Result: If approved, the Purchasing Agent will coordinate with the Risk Management Director and Consultant to begin the process of developing an RFP package for the employee health benefit services.
