Issue: Allow the Purchasing Agent to seek competitve sealed proposals.
 
Solution: Authorize the Purchasing Agent to seek competitive sealed proposals pursuant to the Local Government Code for these requested services.                        
 
Result: Return to Court with a recommendation of award to the respondent that submits the best value proposal to Webb County and if need be, best and final offer.
