Discussion and possible action to award Invitation to Bid (ITB) 2025-001 “Rio Bravo Road Improvements USDA-RD / ARPA Project No. 28” to the lowest responsible bidder - Renoworks, LLC., for an amount not to exceed $1,749,954.70 (Base Bid) for a scope of work to include but not limited to a 2” asphalt overlay of approximately 3.612 miles of roadway, mobilization, barricades, signs and traffic handling, concrete removal and man-hole lid lifting and stripping of nine (9) roadways in the Rio Bravo Community pursuant to the Texas Government Code; §2269.101 Contracts for Facilities: Competitive Bidding and with the Code of Federal Regulation §200.318 - §200.327 (General Procurement Standards) and to further authorize the Webb County Judge to enter into an agreement between Webb County and Renoworks, LLC for Construction Contract (EJCDC documents) for the awarded sum subject to final approval by Grantor USDA-RD and any other matters incident thereto. [USDA-RD Grant - $1,099,954.70, Webb County ARPA Match $500,000.00, and the City of Rio Bravo ARPA Match $150,000.00 - Construction in Progress / Rio Bravo Street Improvements] 

Issue: This project is part of the federally funded projects approved by Webb County as part of its allocation from USDA-RA and local matches from both Webb County and the City of Rio Bravo - American Rescue Plan Act (ARPA) funds.  

Solution: Consideration to award to the lowest and responsible bidder as presented by the Webb County Purchasing Agent. 

Result: If approved, General Counsel will prepare and execute the EJCDC construction documents for the awarded sum to include any required federal contract provisions and subject to final approval by Granting Agency - USDA-RA.
