Discussion and possible action to authorize the submission of Webb County Regional Veterans Treatment Court Program grant application to the Texas Veterans Commission (TVC) as developed, written, and submitted by the Regional Veterans Treatment Court Program Director in collaboration with the Community Action Agency's Grant Writer and in the amount estimated at $400,000.00 for salaries, fringe benefits, drug testing, supplies, travel/training, and financial assistance to veterans participating in the Regional VTC Program in order to provide court-supervised treatment for at-risk veterans charged with misdemeanor and/or felony offenses in the counties of Dimmit, Jim Hogg, Jim Wells, Maverick, Starr, Val Verde, Webb, and Zapata Counties; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. This grant does not require any cash match; and, thus, there will be no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Requested by Eduardo P. Issue: Many military veterans grappling with alcohol and/or drug dependency struggle within the traditional criminal justice system. 

Solution: The Regional Veterans Treatment Court Program provides supportive diversion from the criminal justice system to help veterans deal with the complex issues and struggles underlying their maladaptive behavior and help restore quality of life. 

Result: Grant application to continue efforts of the Webb County Regional Veterans Treatment Court Program to assist veterans and their families within the eight-county region.
