Discussion and possible action to accept the rankings and award RFP 2025-008 "Webb County GPS Tracking Devices" to the highest-ranking respondent, Acadian Total Security, LLC, to provide and install Global Positioning System (GPS) tracking devices and associated fleet management software for its vehicle fleet and construction equipment, current fleet inventory is estimated at over 500+.  Awarded services will be contingent upon available budget appropriations and shall be made at the County’s sole discretion, pursuant to the Texas Local Government Code; §262.030 (Alternative Proposal Procedures for Certain Goods and Services) and to further authorize General Counsel to prepare the terms, conditions and associated fees for the awarded services and any other matters incident thereto. [Multiple Accounts]

Issue: On July 28, 2025, item #21, the Commissioners Court authorized the Purchasing Agent to solicit formal requests for proposals for GPS tracking devices, and related software/hardware.  The purpose of securing these services is to properly track all County units for accountability, transparency, cost control, safety and security. 
 
Solution: Consideration to accept the rankings and award to the highest-ranking company as recommended by the Evaluation Committee and the Webb County Purchasing Agent.  The County may elect to phase in GPS installations over time, prioritize specific departments or vehicle types, or reduce scope based on operational needs and funding availability. 
 
Result: If approved, General Counsel will prepare the service agreement for final approval and execution by the Webb County Commissioners Court.  No minimum purchase quantities are guaranteed, and Webb County further reserves the right to purchase GPS tracking devices and related services only as needed during the contract term.

On July 28, 2025, item #21, the Commissioners Court authorized the Purchasing Agent to solicit formal requests for proposals for a thirteen (13) month service agreement for GPS trackers for fifty (90) Webb County Sheriff’s Office patrol units to include but not limited to ten (10) GPS tracking devices, dual facing cameras, monthly services and other related hardware pursuant to the Local Government Code; §262.030 Alternative Competitive Proposal Procedure for Certain Goods and Services.
