Discussion and possible action to enter into an architectural services agreement (AIA - B101 B10–2017, Standard Form of Agreement Between Owner and Architect) with Steven Land Tillotson Architect, PLLC for Plans, Specifications, Estimates and Construction Administration services for the Webb County Courthouse Rehabilitation Project in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) to be completed two hundred and seven (207) days from date of execution and review by the Texas Historical Commission and any matters incident thereto; authorizing the County Judge to sign all relevant documents. [Funding Source: Professional Services]

Issue: Architectural plans are needed for the Webb County Courthouse Rehabilitation Project to apply for grant funding and begin construction.
 
Solution: Enter into an agreement with Steven Land Tillotson Architect, PLLC in the amount of Six Hundred Eighty-Five Thousand Dollars ($685,000) plus maximum travel reimbursements not to exceed Four Thousand Six Hundred and Fifty-six dollars ($4,656.00) for architectural services to complete the plans and apply for grant funding.
 
Result: Receive all documents necessary to apply for grant funding by February 2026 and proceed with construction and rehabilitation of the Webb County Courthouse.

Architect services are needed to apply for THC Courthose Restoration Grant.

On July 14, 2025, the Court carried the motion to enter into services with Steven Land Tillotson Architect, PLLC for architectural services for the Webb County Courthouse Rehabilitation Project pending contract drafting and review. [Item 46]
