Discussion and possible action to ratify a one (1) year service agreement between Webb County for the benefit of the Webb County TEND Court Program and Happy and Healthy Counseling, PLLC., counseling services for the performance period of (October 1, 2025, through September 30, 2026), at a cost not to exceed Two Thousand Five Hundred Dollars ($2,500), and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. Issue: Child Protective Services (CPS) transfers foster youths from one foster placement to another placement, including outside of Laredo/Webb County, which often results in gaps with counseling services. 
  
Solution: Webb County’s approval of the Agreement allows for foster children in the program to secure much needed counseling sessions and eliminate any potential gaps in counseling services.
 
Result: The program will ensure that foster-placed children are provided much-needed counseling services and avoid potential gaps with their counseling services when said youth are moved from one foster placement to another.

Our program's purpose is to provide specific services to the foster children in TEND Court, to prevent and minimize deregulated behaviors and serious crisis episodes. Consequently, affecting their level of care with CPS.
