Discussion and possible action to ratify and make an exception for a one-time credit card charge for an amount not to exceed Two Hundred Fifty Dollars ($250.00) for towing/winch out services from Piggy Back Towing And Recovery for the Webb County Youth Village, and any other matters incident thereto. Issue: On November 19, 2025, a juvenile resident was transported to Mesquite Treatment Center in Harlingen, Texas without issue. On the return to Laredo, the transport unit encountered muddy, unsafe road conditions and became stuck. Assistance was contacted to remove the vehicle.
Solution: Purchase with credit card was the best option to move forward.
Result: Consideration to ratify the use and make an exception to the rule of using the county credit card for this service.
