Discussion and possible action to accept the rankings and award Request for Proposal (RFP) 2026-002 "Webb County Inmate Telephone Services” to the highest-ranking company to obtain a turnkey, fully managed inmate telephone system that includes all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff in full compliance with all applicable Texas Commission on Jail Standards (TCJS) requirements and Federal Communications Commission (FCC) regulations governing inmate calling services and to further authorize General Counsel to prepare the service agreement for the awarded services for final execution by the Webb County Judge and any other matters incident thereto. [Revenue Account #1001-4070-357140 (General Fund-Sheriff Jail-Telephone Commissions)]

Issue: The initial three (3) year contract term of active agreement has expired and the Webb County Sheriff's Office requested from the Purchasing Agent to secure competitive proposals subject to authorization by the Webb County Commissioners Court.   
 
Solution: Consideration to accept the rankings and award the RFP to the highest ranking company as recommended by the Webb County Purchasing Agent and the Evaluation committee.
 
Result: If approved, General Counsel will proceed with the preparation of the service agreement for execution by the Webb County Judge.

On September 22, 2025, item no. 20c. the Webb County Commissioners Court authorized the Purchasing Agent to solicit a Request for Proposals (RFP) for Inmate Phone Services for the Webb County Jail in accordance with the Texas Local Government Code, Section 262.030 (Alternative Competitive Proposal Procedure for Certain Goods and Services).
