Discussion and possible action to approve a 1-month agreement (effective October 1, 2025 to October 31, 2025) between Webb County for the benefit of the Webb County Court-at-Law II Juvenile Drug Treatment Court Program and Attorney Estella Rodriguez in the amount not to exceed Six Hundred Dollars ($600.00). The services will allow the Juvenile Drug Treatment Court Program participants to have access to legal guidance and legal representation while in the program; as listed and approved on the grant application through Department of Justice O-OJJDP-2023-171678 and authorize the Webb County Judge to sign all relevant documents and any other matters incident thereto. All required documents were sent for review to the Economic Development Department and the acceptance of the grant award is compliant with the Webb County Single Point of Contact (SPOC) procedures.  [Account #2355-2070-001-432001]

Issue: Webb County Court-at-Law II established a Juvenile Drug Treatment Court to service area juvenile drug offenders to community resources, including legal and mental health services. Ms. Rodriguez has been the attorney since the courts inception, but has accepted a position within Webb County that would not allow her to continue being the contracted attorney for the court. 

Solution: Effectively service area juveniles through legal guidance and representation.

Result: Obtaining legal services from an attorney is a key component of grant requirements.

In October 2023 Webb County Court-at-Law II established the Juvenile Drug Treatment Court Program Court through a federal grant by The Department of Justice OJJDP. Attorney Estella Rodriguez provided legal assistance to juvenile participants since its inception through their term in The Youth Success Court. Ms. Rodriguez will no longer serve as the attorney as she officially accepted a new position with Webb County, but did work with court participants in October 2025 for the graduation preperation.
