Discussion and possible action to approve a Personal Services Agreement between Webb County for the benefit of the Texas Emergency Network Diversion (TEND) Court and Dr. Frances Bernat, to provide research and evaluation for the TEND Court, commencing October 1, 2025, through September 30, 2026, subject to annual grant budgetary appropriations, in the amount not exceed Ten Thousand Dollars ($10,000.00) for the 2025 - 2026; and authorizing the Webb County Judge to execute all relevant documents; and any other matters incident thereto. Issue: A grant writer is needed to prepare a grant application for the TEND Court program.
Solution: Hire Frances Barnet, who has experience with the TEND Court program and requisite expertise to draft the grant application.
