Discussion and possible action to approve an informal bid request to Torres Landscaping and Paint, Inc. for landscaping services for the Webb County Courthouse to include; but not limited to removal and installation of a new irrigation system, removal of existing St. Augustin grass and install approximately 15,800 square feet of new St. Augustin grass sod, supply  and plant two (2) large Oak trees approximately eighteen (18) feet tall, trim and shape all existing large trees around Courthouse perimeter and install decorative 1 1/2 inch decorative rock in designated areas as instructed by Webb County, price will include all permits, labor, materials, trash removal, tools/equipment and required bonding and insurance for an amount not to exceed $48,233.00 and to further authorize General Counsel to prepare a construction construct for landscaping improvements and any other matters incident thereto. [Account #1001-1130-001-470000 (Capital Outlay)]

Issue: Due to age and ongoing system failures, replacement of the existing St. Augustine grass and irrigation system is more practical and cost-effective than continued repairs.  Full replacement is necessary to restore reliable turf coverage and improve water efficiency.

Solution: Consideration to approve the lowest responsible bidder for this project.  

Result: If approved, General Counsel will prepare a landscaping construction contract for final execution approval by the Webb County Commissioners Court for the awarded sum.
