Discussion and possible action to approve and adopt the Webb County On-Site Sewage Facilities (OSSF) Guidelines for the purpose of install/replace approximately twenty on-site septic systems under Texas Department of Agriculture (TDA) TXCDBG Contract CFC25-0287 in order to comply with Texas Commission for Environmental Quality (TCEQ) requirements of providing safe, adequate, and sanitary sewer services to low and moderate-income applicants.

Issue: The Texas Community Development Block Grant Program (TXCDBG) requires that Webb County develop and adopt OSSF guidelines for the TXCDBG contract CFC25-0287.

Solution: Webb County Commissioners Court to approve and adopt the proposed Webb County OSSF Guidelines.  

Result: Webb County complies with TXCDBG & TCEQ  requirements of adopting the OSSF Guidelines for the installation/replacement of on-site septic systems for La Presa eligible low and moderate-income applicants under contract CFC25-0287.

The Webb County OSSF Guidelines are being proposed as required by the TXCDBG for the installation or replacement of the on-site septic systems under Webb County Colonia La Presa House to Line Connection Project.  The grant contract period is from 2/1/2026 - 4/1/2028.
