Discussion and possible action to accept a grant award and authorize Webb County to enter into a grant agreement with the Texas Parks and Wildlife Department for the Community Outdoor Outreach Program in the amount of $97,519.00, with no cash match, for a series of educational excursions held at several State Parks and Natural Areas, engaging youth from our community in outdoor cultural and natural activities. Additionally, to authorize the Webb County Judge to sign all relevant documentation. This contract and agreement began on March 1, 2026, and will conclude on September 1, 2027. All required documents were reviewed by the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact.

Issue: Webb County submitted a COOP grant application to TPWD.

Solution: Accept award and enter into an agreement.

Result: Webb County is able to implement the project.

The Webb County Economic Development Department's grant application for a 2026 Community Outdoor Outreach Program (CO-OP) Grant will offer a series of excursions held on-site at several State Parks and Natural Areas, designed to provide young people—who might not otherwise have the opportunity—with access to and experience of the natural beauty and recreational facilities available through the State Park System.
 

On August 25, 2025, the Commissioners Court approved the development and submission of a Community Outdoor Outreach Program Grant application to the Texas Parks and Wildlife Department in an amount not to exceed $100,000 and authorized the County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in the 2026 TPWD Community Outdoor Outreach Program Grant. There is no cash match requirement for this grant. All required documents were reviewed by the Economic Development Department, and the solicitation is compliant with Webb County Single Point of Contact (SPOC) procedures.
